Windows 10 VM created from image stuck in "Please Wait"

Hello, I created a VM Manually, went into it, installed updates (tried without doing that) then ran Sysprep with shutdown, as mentioned in this article: https://learn.microsoft.com/en-us/azure/virtual-machines/windows/prepare-for-upload-vhd-image and then captured the image and used the image to create a VM, however RDPing into the VM is stuck on "Please Wait".
I tried this 3 times, to the same effect each time, waited for more than an hour but this is not fixed. I need to create a custom VM image with my tools installed and reuse them in a VMSS however this doesn't seem to be working. Any help would be appreciated.
