User has issue logging into Partner University

We have a user that is unable to log into Partner University. She is told repeatedly that there have been too many attempts to sign in. The exact error message states, "Something went wrong and we can't sign you in right now. Please try again later. The Microsoft account login server has detected too many repeated authentication attempts. Please wait a moment and try again."
She has never been able to log in once though.
