User has issue logging into Partner University

Hi,
We have a user that is unable to log into Partner University. She is told repeatedly that there have been too many attempts to sign in. The exact error message states, "Something went wrong and we can't sign you in right now. Please try again later. The Microsoft account login server has detected too many repeated authentication attempts. Please wait a moment and try again."
She has never been able to log in once though.

The partner-center-general tag only handles questions about registering a developer account and publishing apps to the Microsoft Store. I originally asked my question to Partner Center who told me to come to this forum and this forum told me to go to a different forum (the link provided above) which I did. The person at that forum told me to go to Partner Center. Back to square one I guess. This is not helpful at all.
