MS Authenticator on iPhone XR not working due to push notification failure

We cannot get the MS Authenticator working on an iPhone XR. The phone keeps giving out error messages about "unable to proceed, no push notification enabled" andsoforth. It always fails due to push notification errors.
The following troubleshooting has already been done:
- activate EVERY push notification available on the iPhone
- delete Authenticator app from device and clean every entry @ aka.ms/mfasetup
- Factory reset the device and try again from scratch
