I just had the exact same issue with a customer and the issue ended up being that one of the user's referenced in the call flow didn't have a phone number assigned to them. Very odd that the error message mentions business hours when it's nothing related to the business hours. To troubleshoot, we tried making a new Auto Attendant duplicating all the settings and when we went to assign a person in the organization to one of the menu options, it said this person is not Enterprise Voice Enabled. That's how we found the root cause. Assigned her a phone number and then it let us save changes to the original Auto Attendant.
Teams admin: Error We can't create business hours at the moment.
I am not even trying to change the hours, I am trying to add an option to an Auto Attendant but only get this message: Error We can't create business hours at the moment. We can't save changes for AA Head Office auto attendant. Can anyone please advise?

You could also try to user the Set-CsOrganizationalAutoAttendant cmdlet to modify the properties of an existing Auto Attendant (AA). Moreover, check the health status of Microsoft Teams in Office 365 admin center > Health > Service health.
