Cannot add app to Teams App permission policy

Hello everyone, I am wondering if anyone can advise me how to properly configure Teams app permission policies in my organization. Due to security measures enforced by our IT security department, in global app permission policy, all third party apps are blocked. When user needs an app from this category, he fills up a request, and if it is approved, that particular app should be allowed for him/her only. So what I intend to do is to create custom app permission policies, for each third party app allowed this way, that I will assign on per user basis. The problem is, when I want to create such policy, and assign a particular app (RSS in this case), I am unable to save the setup. Strange this is that when I was doing the same thing with Webhook and draw.io, I was able to do it exactly in the same way I just described, and it is working fine. So, anybody actually struggled with the same scenario, meaning to allow third party apps only on per user basis, and each app individually? Many thanks for any hints, Tomas

    You can set the app permission policies your organization needs under Teams apps in the Teams admin center, including Microsoft apps, third-party apps, and custom apps.

    So what I intend to do is to create custom app permission policies, for each third party app allowed this way, that I will assign on per user basis.

    When you create a custom app policy, make sure that third-party apps are allowed. In addition, the ability of users in your organization to add apps to Teams is also affected by the client's settings. Make sure Allow users to add apps is checked in the client.
