Since Tuesday (4/11/2023) update, PushToInstall doesn't get past Start Pending

In Windows 10, the PushToInstall service always starts a little while after restart/login. Since yesterday's (4/11/2023) Tuesday update, it never gets past the "Start Pending" state. This has happened three times so far. I monitor services closely. This never happened prior to yesterday's update. What's up with that?

2023-04-14T15:58:12.9266667+00:00 It never happened before the update and now always happens. I have observed no negative impact but I don't know what the PushToInstall service does or whether there will be negative impact in the future. In any event, the PushToInstall service does not run correctly.
