azure ad connect hybrid mode - directory sync question

working with 365 support on moving our azure ad connect from old server to new.
tech stopped sync on old server, and now says we have to wait 1-2 hours to start it on the new server.
when I googled the error, I see some people saying it could take up to 72 hours?
supposed to call tech back in 1-2 hours when this has fully disabled.is he correct? 
I dont want to wait 72 hours, that  could cause some issues.

[11:00:46.131] [ 15] [ERROR] PerformConfigurationPageViewModel: Directory synchronization is currently in a pending disable state for this directory. Please wait until directory synchronization has been fully disabled before trying again.

    Whoa! How was sync stopped? It should not have been disabled like this if all you were doing was moving AADConnect to another server
    Set-MsolDirSyncEnabled -EnableDirSync $false

    If that was done, they yea, you could be waiting. Contact Dell and escalate.

    If all you needed was to move to another AADConnect server, then all you needed to do was build out a new one with the same config, set to staging mode, then set the current one to staging mode and set the new one to export.

    Did you try steps mentioned here in Microsoft documentation? - pending-state-issue-with-directory-synchronization

    If that didn't help, you have the only option is to contact Microsoft Support, they might need to make some changes in the backend to fix the issue.

    I'm not sure that applies, as this was done intentionally. it was the recommendation from our 365 vendor as to the way to move the software over to new server.

    so I can either wait for this to start back up, or ask our vendor to contact microsoft support?

    365 support disabled sync on the old server, started installing azure ad connect on the new one, and now we have to wait until sync has been fully disabled before we can go to the next step in installing azure ad connect on the new server.

    I cannot contact microsoft directly, has to go through dell. so you think I should ask them to escalate this, or just continue to wait for it to go from pending disabled state to disabled?
