I have got the error message "Error occurred" when access to Azure AD

I have tried to access to Azure AD and got the error as the screenshot below and I cannot create new app registration, it said that I don't have the permission but I have the owner role in this subscription. I have also tried to logout, clear all browser cache and login again but the issue is still happened
