ABM registered devices get the management profile only when they are restarted OOB or reset after applying the profile.
The MDM policies could be applied only once the device is enrolled to Intune. Kindly validate the following:
- What policies are you trying to apply? screenshot would help.
- If you could see impacted device showing as enrolled by navigating to
- Devices > iOS/iPadOS > iOS/iPadOS enrollment > Enrollment Program Tokens.
- Select the token in the list, and then select Devices, look for impacted device by serial number.
