Install SCCM on Windows Server 2016

Good morning. How can we / still can we install "System Center Configuration Manager" on a "Windows Server 2016" without Internet connection? We have tried installing SCCM version 1606 available on the VLSC. But when downloading the prerequisite files, it gives us an error. The files do not exist. Is it possible to install this version? Or another version with downloads available and compatible with "Win Server 2016"?

    We can manually download the prerequisite files on any computer with Internet connection and use it during SCCM setup.

    The latest baseline version of SCCM is 2203, it recommended to download it from here:
