Azure Enterprise Application: Conditional access not work, status is Not Applied, and error message is User Not satisfied

Question

when i add a new Conditional access for my Enterprise Application, and enable it on. but it seams not worked. the Sign-ins Logs, show the request Conditional access is Not Applied: what's reason for this?

Hello @maiken chen , I tried fetching out the backend details for your signing process but somehow I am not able to find any details from backend. I believe the timestamp you shared is in your local time. it would be great if you can the timestamp in UTC so that I can try fetching the details from the backend logs once again and help you further.
