Certutil -SCInfo not detecting smart card reader

After two new Windows updates (KB5023706 and KB5025239), my computer is no longer detecting my Smart Card reader. I've checked in Device Manager and it shows my reader should be working correctly and the driver is up to date, but when I go to Command Prompt and run certutil -scinfo, I'm getting the message that Microsoft Smart Card Resource Manager cannot find a smart card reader. I've tried running this command in my other laptop to rule out any issues with the reader itself or my PIV card, and the card and reader are both detected. I rolled back the KB5025239 update to see if that would resolve it, but still same issue. I don't have the option to roll back the KB5023706 update. Any idea what I can do to pinpoint the cause and resolve this quickly?

Please check event logs of System during plug or unplug of Smart card reader. 2. Please attach Smart to card to different USB port or back side of the port. 3.
