Outlook Categories missing after migrating account from Exchange 2010 to 2016

We just migrated all email accounts from a 2010 Exchange server to a 2016 Exchange server. I have one user who has been using the color categories to manage her emails for the past few years. She said she used to access her categories from the navigation pane, but it is no longer there.

I tried running "outlook.exe /remigratecategories" to see if it would restore the categories, but it has made no change.

If you browse her folders you can see emails that are marked with the Category marker in the Categories column, but if you do a search for emails marked with that category color (category:="Red category") it will return "No results".

    She got them back herself.  Here is what she did....

    Selected the "Folder" tab and then "New Search".  Under Organizing Mail she selected "Categorized mail".

    This created the Categorized Mail" folder under Search Folders.  She then right clicked the folder and pinned it to her favorites.

    All her categorized emails are now showing under that search folder.

    I am unsure why Doing a search for a specific category was showing zero results, but they all show this way.

    She has Office Pro Plus 2016 and I have already checked for any updates and it is up to date.
