Windows 11 Pro on new PC build not accepting Windows 10 Pro product key from old PC

I upgraded from Win7 to Win10 Pro on my old PC. Now I just built a new PC. Can I use the same product key to activate Win11? If so, how do I transfer the license? Win10 Pro does not let me deactivate the digital license from my old PC (BTW, it says it's RETAIL channel, i.e. it's the retail version) on my old PC. I read on groovypost.com that I am only allowed a one-time transfer. Well, isn't this the one-time I'm transfering the product key to my new PC? Or did I already do that when I upgraded from Win7 to Win10 Pro on my old PC?

But only Windows 10 PCs that are running the most current version of Windows 10 and meet the minimum hardware specifications will be able to upgrade. You can check to see if you have the latest updates for Windows 10 in Settings/Windows Update. Note that in areas where the internet is metered, ISP fees may apply.
