I want to test the the provisioning-genie tool (https://provisiongenie.com/) on my dev tenant and just asking my self if it´s possible to get an azure sub for a personal dev tenant?

Sorry but I´m not sure if an Azure-AD dev tenant is the Azure-"component" for my requriement.
I need the Azure-sub to run a logic-app and this is, as far as I understand, part of the Azure-Portal.
Or I´m wrong?
