Help! I am being charged but cannot cancel my account!

Question

HELP! We are being charged every month, despite not suing Azure at all and need to find out how to cancel this please! We were originally involved in a project with software developers, hence allowing our credit card to be an authorised monthly payment method. However the developers who set this up no longer exist.
It now appears that I am not authorised to either cancel the monthly charge or even to raise a support ticket........ So : none of the methods in Q&A work and I cannot contact Azure in any way to do something about being charged every month for nothing! Any help gratefully accepted. Thank you.
