Unable to create SQL Db Server in Europe Germany West Central region

When create a new database server with region chosen as "(Europe) Germany West central", I always get this error
"Your subscription does not have access to create a server in the selected region. For the latest information about region availability for your subscription, go to aka.ms/sq|capacity. Please try another region or create a support ticket to request access." I checked the link provided, the Azure SQL server is available in this region. My subscription is "Pay-As-You-Go" and we are paying for big fees for databases in other regions. I tried to submit the support ticket but it always direct me to this community site. Please help.

    Duangrudee Pramualwuttiron Thank you for reaching out. Looks like you are facing issues while when creating a new database server with region chosen as "(Europe) Germany West central." Building on @Alberto Morillo 's answer, you need to raise ticket with subscription Quota not general ticket to request a quota increase. Please do let us know if you are not able to create one.     I've successfully been able to submit the subscription quota ticket. awaiting Azure support response. Thank you.
