I have a Gateway laptop model GWNC31514-BKL. I need to set it up in a location without internet. How?

This Gateway laptop needs to be set up for specific uses WITHOUT an internet connection. Must be set up with local-only account. New machine. New setup from scratch. Don't want to downgrade to Win10yet.

When asked how you'd like to set up the device, select Set up for personal use during the setup procedure. After selecting Next, click the Sign in option. When prompted to add your Microsoft account, enter the fictitious account name ******@a.com, click Next, and then enter any password you like in the password field. You will be informed that something went wrong after clicking Next. Once more pressing Next will take you to a screen where you can create a local account. Enter the account name and password you want to use, then create three security questions for the account before continuing. You Continue through the setup process until you get to the Windows 11 desktop. From now on, you can log in with your local account.
