How to add analysis comments based on a power query report

Context A power query was created to combine information together from different provinces/sectors. Even if some provinces have not yet submitted their information, I want to start my analysis and write comments on the information I currently have from the power query. Issue How can I start my analysis with comments on each row without the comments being moved/removed from a query refresh ?

  1. Is there a way to write the comments directly on the table generated by the query, without it being removed when there's a refresh of the query. If so, will those comments remain linked to the correct province when there's a refresh?
  2. If not, what method could be used to start the analysis as soon as possible ? I currently copy paste in values the information from the query table on another tab and start my analysis, but this is a lot of labor work and gets very tricky when the refresh includes new information on provinces that appear at the top/middle of the query (not at the bottom where I could simply copy paste the newest information). There is an alphabetical sort that causes this, but I'd like to keep that sorting.
