I recommend testing disabling the antivirus feature if that is possible. MDAV should detect and go active. I am just not sure if that is an option for Symantec without impacting your firewall capabilities. There may also be a registry key to force MDAV active. Normally used for legacy OS where the auto-active is not available.
Is it possible to run Defender in active mode and use our existing Symantec Endpoint Protection firewall policies?

Just like the above. We would like to migrate to Defender, but we would like to keep using our existing firewall policies inside of Symantec. We already have Defender running in passive mode and use it constantly, we would like to migrate Defender to active mode. Can this be possible? is this recommended?
