Microsoft Support and Recovery Assistant does not start

Hi everyone,
I hopoe somebody already came across this.
I downloaded and installed SaRa (https://www.microsoft.com/en-us/download/100607, Windows11 Pro).
Setup finished without errors.
But when I double-cllick 'Microsoft Support and Recovery Assistant.appref-ms' the "Launching application" window closes after ~1 second, without any notification and without further starting SaRA.
Checking the processes, the process "ClickeOnce" appears for a second and vanishes again. Starting 'Microsoft Support and Recovery Assistant.appref-ms' via a cmd with administrator elevation, SaRA starts, but when running an advanced scan, it says it cannot do the scan because it is running in administrator mode. In the event viewer / application log I found these errors:

Ok, so some access restriction... but it doesn't tell me where.. Looks like a dead end... It doesn't run in user mode as it should, and it doesn't scan in admin mode. Any hint appreciated! Thanks, Alex
