Hello, Is there any policy that can enforce/require setting owner when a new group is created in Azure? Without the owner, the group cannot be created. Thank you.

    Hi George,

There is no current way to enforce an owner or alter a setting to do so. You could suggest this to the Azure AD team through the feedback portal:

    https://feedback.azure.com/d365community/forum/22920db1-ad25-ec11-b6e6-000d3a4f0789

However, from a quick search it looks like similar feedback has been posted so you might want to comment and vote on it:

If this is helpful please accept answer.

@George Curaciuc Thank you for reaching out to us, As @Dillon Silzer mentioned its not possible to enforce an owner setting while creating the group.

However if you share the business justification or why you need this feature, will share the same to our engineering team so that we can have this feature added in the future updates.

Also you can upvote the same https://feedback.azure.com/d365community/idea/869607f5-bdc3-ec11-a81b-0022484ee92d which is monitored by our engineering team as well. Let me know if you have any further questions, feel free to post back.
