Here are some troubleshooting steps that you can try to resolve this error:
- Make sure that you are using an actual cell phone, not a Google voice or Twilio number.
- Make sure that you are including the country code, since it's not always included by default. If your local mobile has a 0 at the start of it, you need to make sure it's included as well.
- Note that if you had a M365 developer subscription in the past you must wait 90 days before you can open a new one with the same phone number/email account.
- If you have tried all of these steps and still face this problem, you may need to create a ticket on the subscription support webpage for the developer program.
