SharePoint Online is permissioned for "everyone except external users" but why are internal users still having to request access?

Hello! Our SharePoint Online currently has the parent permissions set for "everyone except external users" as well as "all users" but some people within this domain are still receiving the "You have to request permission to view this page" error. I have checked the permission settings of all the site pages and all are inheriting from the parent permissions- what do I need to do to fix this so everyone actually has access and doesn't need to keep requesting every page/ why do only some people still not have access? "Everyone except external users": When you add a new user in Office 365, The user becomes a member of the “Everyone except external users” group automatically, which is granted with member permissions of the site by default.

Since we can't reproduce your situation, we need to narrow down the problem and try some things.

1.Please check whether the user with "You have to request permission to view this page" error has permission in the page permission (the steps are as follows):

2.Remove "everyone except external users" and re-add the "everyone except external users" permission in Site permission and Page permisson to check whether the result changes.
