Language Services, Deployment: Create a bot (unable to setup subscription info)

Question

From language studio, i created a project, after deployment, I am trying to "create a bot".

Then i have to key in the Subscription Information, etc. When i clicked "review + create", I got this error message: Can anyone help me where did i go wrong? thank you! {"code":"InvalidTemplateDeployment","details":[{"code":"ValidationForResourceFailed","message":"Validation failed for a resource.
