According to your description, i notice that you want to clear the location history. Please refer to this official and try to reset the list by deleting the registry subkey entry:

How to reset location list for appointments or meetings

(Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)

And considering that you are using Outlook 2021, please remember to find the LocationMRU entry under the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences
