KB5023702 fails with 0x800f0922 on Server 2019

We're running Windows Server 2019 Standard v.1809. When I tried running the updated, it automatically uninstalled after reboot and showed the error in history. I checked the following:
- App Readiness service is set to manual.
- Performance counters seem ok (performance monitor running with basic counters)
- The System Reserved (EFI) partition’s free space is over 600MB
- SFC /scannow found no issues. Not sure what else to check next in a 2019 environment - any ideas or suggestions welcome. Thanks, Mike
