KB5023702 fails with 0x800f0922 on Server 2019

We're running Windows Server 2019 Standard v.1809. When I tried running the updated, it automatically uninstalled after reboot and showed the error in history. I checked the following:

  1. App Readiness service is set to manual.
  2. Performance counters seem ok (performance monitor running with basic counters)
  3. The System Reserved (EFI) partition’s free space is over 600MB
  4. SFC /scannow found no issues. Not sure what else to check next in a 2019 environment - any ideas or suggestions welcome. Thanks, Mike
