    1. Disable any Antivirus program or Windows firewall you may have for temporary purpose.
    2. Cleanup below Temp folders location -> Open Start -> Run -> Type below location one-by-one and press enter 
        ->  C:\Windows\Temp
        ->   %USERPROFILE%\AppData\Local\Temp
    3.Install the Outlook Advanced Diagnostics tool.
    Click Run when you are prompted by your browser.
    In the report that’s generated, review the items on the Issues found tab. For configuration details about Outlook, Windows, and your computer, review the settings on the Detailed View tab.
    4. Try to start Outlook in safe mode : Press Windows + R -> type Outlook.exe /safe then press enter.

    What's the version of your Outlook? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version.

    And does this issue occur recently? If so, have you done any specific operations before that?

    As i know, this issue might be caused by a variety of reasons, such as Internet connectivity issues, Outlook crashes, or corrupted files. Please refer to this article to troubleshooting:
