VS2022 create a .net framework 4.5.2 project ， work unstable

I use VS2022 create a .net framework 4.5.2 project,and I copy VS2012 project to it，

than run it ，it can debug，but I run third application，My IIS express can not work.

What do you mean "run third application"? You are using third-party extensions/applications?

Does IIS express or VS prompt any error message?

If you select IIS Express here, what will happen?

Did you change any project properties/settings?

Can you share following information with us to check further?

What type of project you are using(Maybe ASP .NET Web project, or…)?

Does this issue appear if you run a newly created project?

Thank you for sharing the project property settings.

Could you elaborate the issue that you got("My IIS express can not work")? I’m a little confused, if you clicked "IIS Express" button and you could debug, then it means the IIS Express worked. If IIS Express didn’t work, how did you debug the project?

Can I understand as when you debug the project, IIS Express works, but when you run another application, IIS Express stops working? If so, to narrow down the issue, please try to run other applications and see if IIS Express stops too, to confirm if this specific application affects IIS Express.
