Hi Community ,
Scenario : I have two different Azure Subscription with an Azure Resource of IOT Hub and multiple Devices each . My goal is I need to pick one device from IOT Hub and send those messages to another IOT Hub device(Different Subscription)
Difficulty : Sender IOTHUB Device ( can be an public / private ) , Receiver IOTHUB Device always run in private Vnet.
Any suggestions or solutions ?

You mention the second IoT Hub runs in a private VNET so I expect the Azure Function must be put in a separate VNET and access must be granted from both the VNET the second IoT Hub is living in and the (optional) first VNET/IoT Hub.

In addition to @SatishBoddu-MSFT answer, you can also consider using an Azure Event Grid (AEG) eventing Pub/Sub model for publishing a telemetry data from the Sender IoT Hub.
In this case, the Azure Function (such as the EventGridTrigger) represents a generic/reusable IoTHub-C2D subscriber for delivery a C2D message to the device registered in the Azure IoT Hub.
Note, that using this IoTHub-C2D subscriber enables to use a Pub/Sub eventing for any AEG sources such as custom topic, storage, Azure IoT Hub, etc.
