401 error from REST but not in web request

I am trying to use the Copy Data tool to take data from REST Api.

When requesting URL and adding headers: authorization and apikey to the request via Web tool, the request works and data is returned.

When I do this using Copy Data tool and the REST linked service, I get a 401 Unauthorized.

I am putting authorization and apikey in the additional headers on the copy data tool, as the authorization is consuming a token from a previous Web tool.

This also works fine in Postman.

The api call requires the token to be from the same IP address request as the REST call.

Is anyone able to help with this 401 error?
