We also had a similar issue and below is the response from MSFT support team :

Hello,
We are trying to connect to Azure SQL Database using Excel via "Get Data" option (via Microsoft Account with id as : ******@domain.com"
But am facing the below issue :
We encountered an error while trying to connect Details: "Microsoft SQL: Cannot open server "domain.com" requested by the login. The login failed."
I am able to connect to database using SSMS with the same id & on the same machine. But am facing this issue while trying to connect via excel.
Can somebody help me with this ?

Which authentication method did you use access the SQL server? Windows Authentication or SQL Server Authentication?
Did the server and the client in the same domain?

Not sure your ask here :)
I guess based on the question, it is pretty clear that the user is using AD authentication to access the Azure SQL Db. Its an Azure SQL DB, so no windows auth
