How can I upload a GIF to use in on-screen touch keyboard emoji search?

I wan to be able to use these icons, GIFs, or JPEGs in my day-to-day conversations on web and E-mail in Windows 11. How can I add them in the on-screen touch keyboard collections of Gifs and emojis? Thanks

    4. Click the "+" icon on the right side of the emoji panel.
