Horizontal bar changes length on some report pages.

Question

I have set a horizontal line at 9.5 inches wide in the header of this report. On each report page there is a matrix that grows in the number of columns it displays. Sometimes, on some pages, even if the matrix doesn't grow beyond 9.5", the line in the header extends another 10+" to the right. What could be happening? How do i solve this and keep it constant within the header at 9.5"?

How have you designed the line?
You could try put a line in the report header. And set a constant line there.
Or you could share you report design or screenshot so we could do more investigate.
