Sometimes get "The SSL connection could not be established" on my telegram bot

My telegram bot worked well util 2023/4/30, I don't know why because I didn't change anything about my bot.
This error sometimes occured for there two days.
It seems that as long as you send message to the btot after a long period of time(5 minutes+), you will see the error a few times, and it may be normal.
Is this Telegram or Azure bot or Azure App Service issue? How would I fix it?
Telegram User message: The SSL connection could not be established, see inner exception
Azure Bot error message: There was an error sending this message to your bot.

Please see the steps from this page on troubleshooting your bot.
