How to restore permanently deleted items in sharepoint document library

the document library 03. Lean Deployment files are missing,

could you please check and solve this matter?

    If files are not in both recycle bins (first-stage recycle bin and second-stage recycle bin), that means files have been permanently deleted and cannot be restored.

    You could through audit logs to check file activities, such as who deleted it. Go to Microsoft 365 admin center -> Security -> Audit -> Classic Search -> In the Activities, choose activities as following picture shows to check who deleted files.
