Is it possible to save lastest cursor position in some application like notepad?

It doesn't save lastest cursor position a lot of applications.

For example, I typed until 235 line in notepad and saved and closed. After for a while, I reopened it, cursor position was first line. I hope cursor was latest task position.

Is it possible?

    Whether a Windows application remembers the cursor position depends on the implementation of each application.

    There is no way to control it across Windows operating systems.
