Record screen AND edit

Question

What software do you have that will allow me to record my screen/voice presentation and then edit same? I'm trying to create an instructional video and failing to find somewhere to edit the microsoft Stream which saves video files as a webm why??? Our administrators will not allow us to download conversion software to convert it to mp4. Why cant Stream create mp4? or at least provide the functionality to edit ? I tried changing the file type extension which was possible but then in Adobe Rush the file import fails because it has an unsupported compression type. Why is it all so difficult!?
