    if you want to develop add-ons for office tooling like Word, Excel, Outlook etc. please check out Visual Studio Office Developer Tools.

    If you are developing for no-commercial usage, the Community edition is the one you are looking for.

    Otherwise, you need to check out the commercial licenses.

    Do you need to download the Office?

    Besides, have you joined into Microsoft 365 Developer Program?

    If yes, when you join the Microsoft 365 Developer Program, you qualify to get a free Microsoft 365 E5 developer subscription.

    Then you may sign your account into My Account webpage and download Office.
