Sounds like you may have installed a core edition. If you wanted a GUI then you'll need to clean install it but choose one of the Desktop Experience options.

    Hi

In Server Core please start by using sconfig (type the command in the prompt windows)

It would allow you to do the basic setup. After the initial setup is done you can use Server Manager/Windows Admin Center from a computer with a GUI to continue the setup for any role you may wish to add or configure..

    Get it there: https://learn.microsoft.com/en-us/windows-server/manage/windows-admin-center/overview

Some example here if you cant run Windows Admin Center; https://learn.microsoft.com/en-us/windows-server/administration/server-core/server-core-manage?source=recommendations
