If your certification shows up on your dashboard:

https://learn.microsoft.com/en-us/users/me/certifications

Using Chrome, click View certification details -- Print certificate -- Print -- Destination: Save as PDF -- under More settings uncheck Headers and footers and check Background graphics.

If your certification does not show up on your dashboard, the support moderator in the Certification forum will get it to show up for you.
