azure devops error failed to add user "you need to set up billing to assing this access level"

Question

I have been using Azure DevOps for years and suddenly got this error for the first time when trying to add a user.

I has to use the tag Visual Studio because I could not find anything for devops.

and I have never had to deal with billing. I have 6 users which includes me. I removed a user and also got and error but I didn't take a screenshot, but I think it said I didn't have admin rights or something. Hmm.. I'm the owner of this account. Please advise how I can get past this error and back to work.
