Migrate from B series to D series VM

I want to create a Windows VM where I will host some server applications, and want to go with Standard B4 Series.
But in case I need more PCU or RAM can I scale to the D series?

    you don't necessarily need to switch machine models, you can just increase the vm size, if cpu only. now if it's better performance as a whole (iOS disk), but,
