As described here: https://github.com/MicrosoftDocs/windows-dev-docs/issues/4406

The issue is that when any other file manager is opening an picture througth shell interface or cmd line:

start "" C:\Test\Test,.png

Just this picture is shown and you have not the possibility to cycle througth all the pictures in that folder (with buttons or keyboard). When you double click the same file in "exploter" you can cycle througth all the pictures.

This issue was also present in Windows 10 with the old app.
Here is a thread from the Windows 10 beginning back in 2015 which is discussing the issue: https://freecommander.com/forum/viewtopic.php?t=6998&sid=67b012976e1951a9ae51aba1bdb45d96

Also opening with URI doesnt work anymore, see issue here: https://github.com/MicrosoftDocs/windows-dev-docs/issues/4406

Please fix so we can use the Photos app properly when started from other apps.

    Hello there,

The problem can occur due to a temporary glitch in the Windows Photos app. Also, corrupt system files and app files are another primary reason behind the issue.

Try adding the location of those Network folders or remove then add them again to see if they show up in Photos.

This sounds like an indexing problem. Select Settings from the Start Menu.

Search Troubleshoot in the search box.

Scroll down to find Additional troubleshooters.

Under the Find and fix other problems section, select Search and Indexing and then click the Run the troubleshooter button

Hope this resolves your Query !!
