Teams Bot that uses Azure Bot cannot be used by some users

We have created a Teams that uses an Azure Bot instance. This Teams Bot was enabled only for some users within the company (the app was allowed and added into a specific policy to allow that group of people to see/use the app).

The problem is that from this group of people, the Bot does not work for some of them. The Teams Bot was installed but no answer comes when some message is sent.

How can we handle this problem?

Could you please let us know what console error you are getting? Or is there any custom policy set by admin for those users in Admin portal?

Yes, a custom policy was set for those users.

Are those users able to access the app now by disabling that policy?
