Developer portal configured with aad b2c gives unauthorized error from token endpoint to anonymous users?

We have managed developer portal configured with aad b2c and noticed that if you are anonymous user you get 401 (Unauthorized) error from /token endpoint all the time. After logging in everything works ok. But surely it should work without errors for anonymous users too. Why this is happening?

Googled other public developer portals with similar setup and noticed that all has same issue

Aki Smolander Thanks for posting this question in Microsoft Q&A. I am able to reproduce this issue in my developer portal environment and appears to be a bug. So, I have created a bug #2176 in repo **api-management-developer-portal **for our product team to review and investigate this further. I suggest you track this item for further updates on this issue and in future, if you find any issues with the developer portal, feel free to open a new issue.

I hope this helps with your question and let me know if any questions.
