Developer portal configured with aad b2c gives unauthorized error from token endpoint to anonymous users?

We have managed developer portal configured with aad b2c and noticed that if you are anonymous user you get 401 (Unauthorized) error from /token endpoint all the time. After logging in everything works ok. But surely it should work without errors for anonymous users too. Why this is happening?

Googled other public developer portals with similar setup and noticed that all has same issue

So, I have created a bug #2176 in repo **api-management-developer-portal **for our product team to review and investigate this further.
