SQL Server Licensing Requirements When Replicating A Server Using VEEAM

Greetings --

We use VEEAM on site to perform backups of VM instances. We have a need to replicate a Reporting Services instance and SQL instance down to a DR site using VEEAM block level replication. The DR servers will be offline and not accessible unless there is a DR event. Would I need a MCCA license, Software Assurance license or just a basic core license for just the primary server?
