Azure Grant Assignment

Question

I'm pretty new to Azure AD services. My company was awarded a nonprofit storage grant that recently lapsed because MS requires annual re-submission for consideration. The grant was approved and I think I assigned it to the correct subscription id, but being new to this I opened a ticket with Azure support to have them check and to put the full Azure environment in my name because my system admin retired. Unfortunately, it seems that Azure support isn't up to the task or at least the people assigned to my case aren't. It's been 3 months and I provided them everything they requested but they don't seem to be able to make any progress. They keep asking the same questions, over and over. It's been the worst support experience I've ever had. Is there another channel to get Azure AD subscription support? I see very clearly now why AWS is so much more popular.
