    Does this issue occur in Outlook desktop client?

    If so, as i know, attachments in emails are not automatically downloaded by default, and there is no option to set up automatic download of attachments in the Outlook desktop client. It's suggested that you could check if you have run some rules with scripts or commands, etc.
