Windows 11 Other system tray icons in taskbar not bringing the app to the front by double clicking

I cannot quickly bring up the window of an app to the front by double clicking its icon in the right corner of taskbar, those icons are called "other system tray icons" in Settings. I think that used to work in all previous windows systems.

This function still works for some big corp system apps like Nvidia Settings and Intel Driver & Support Assistant. But it is not working for some normal third part apps like Steam. Any clues to bring up this function again?

    Hello,

    based upon the information provided.

    In the search box on the taskbar, type command prompt, and right-click or press and hold Command Prompt (Desktop app) from the list of results. Select Run as administrator, and then selectYes.

    Type DISM.exe /Online /Cleanup-image /Restorehealth (note the space before each "/"), and then press Enter. (Note: This step may take a few minutes to start and complete.)

    After you see a message that says "The operation completed successfully," type sfc /scannow (note the space between "sfc" and "/") and press Enter.

    See if the issue persists Please try reset to the pc.
